D.C. residents converged on city hall Friday for a council hearing to voice their dismay over a “draconian” and “fiendish” proposal to push fines for excessive speeding to $1,000.

The council’s transportation and environment committee held the nearly three-hour hearing at the John A. Wilson Building in Northwest to discuss the city’s proposal on traffic fines and safety measures, with the hot-button topic being a proposed fine increase from $300 to $1,000 for motorists who exceed posted speed limits by at least 25 mph.

“I am cognizant of the environment, but when you look at the total picture it hurts minorities,” said Northeast resident Evanna Powell after giving her testimony. “People can lose their [driver’s] license, their job and their health with these high fines.”

Powell was among more than a dozen people who spoke at the hearing, with most opposing the Department of Transportation’s proposal to improve safety with eight new penalties and 12 increased fines for existing infractions, including:

• $50 to $500 for a driver colliding with a person on a bicycle;

• $250 to $500 for overtaking another vehicle stopped at a crosswalk, or intersection for a pedestrian;

• $50 to $200 for not coming to a complete stop when turning right on red.

The plan is in conjunction with Mayor Muriel Bowser’s Vision Zero initiative that aims to eliminate all fatalities and injuries on city streets by 2024. The document can be viewed at http://www.dcvisionzero.com.

After the hearing, Leif Dormsjo, director of the transportation department, said the mayor didn’t support the $1,000 fine, but officials will continue to review the plan to ensure safety and target “super speeders.”

“I think in all probability we’re going to make a change there, [but] I don’t know the magnitude of that change,” Dormsjo said. “The status quo in regards to excessive speeding is unacceptable and any movement we can make to discourage that type of [behavior] I think will be a win.”

The department had given a 30-day period from Dec. 11 for residents, business owners and others to provide verbal or written comments on the plan, but Dormsjo said it will be extended until Jan. 31.

Author Yosef A.A. ben-Jochannan impressively gets past the lies and false accounts that unfortunately has become religious doctrine to bring new meaning to the birthplace of civilization in mother Africa.

With a focus on Ethiopia and Egypt, the two lengthy pamphlets that make up the book puts into proper perspective the rich sciences, technologies, histories and languages – written & spoken – that emerged from these societies. There is a special emphasis on the creation of the white myths that deny the black Jewish faith – for example, the real history surrounding Ethiopia’s Black Messiah -its rightful place in religious doctrine.

The research began in the 1930s, with material updated through the early 1980s. The layout is in pamphlet form from that era, which makes for a very difficult read. But the reader will learn through patience.

In the Dedication, ben-Jochannan writes, “This aspect of the history and heritage of the Black Jews is dedicated to all oppressed African People whose religion differ from those who control the power of life and death over most of us. Out of this it is hoped that a better understanding between African People will prevail in spite of religious differences. Remember; Religion is Nothing More, or Less, Than a Belief. And That Any One Of Them Is As Godly As Another.”

As one, the truth shall be known. As one, love will truly reign supreme. As one, life, death and salvation will again have its righteous meaning.

This book reads more like a research/reference book than a novel. That aside its an excellent work written by an indigenous African Hebrew. Deals with a lot of pre-history, long lost or never discussed in the classroom.

The Working Group of Experts on People of African Descent was established in 2002 by the Commission on Human Rights resolution 2002/68:

(a) To study the problems of racial discrimination faced by people of African descent living in the diaspora and, to that end, gather all relevant information from Governments, non-governmental organizations and other relevant sources, including through the holding of public meetings with them;

(b) To propose measures to ensure full and effective access to the justice system by people of African descent;

(c) To submit recommendations on the design, implementation and enforcement of effective measures to eliminate racial profiling of people of African descent;

(d) To make proposals on the elimination of racial discrimination against Africans and people of African descent in all parts of the world;image

(e) To address all the issues concerning the well-being of Africans and people of African descent contained in the Durban Declaration and Programme of Action;

(f) To elaborate short-, medium- and long-term proposals for the elimination of racial discrimination against people of African descent, bearing in mind the need for close collaboration with international and development institutions and the specialized agencies of the United Nations system to promote the human rights of people of African descent through, inter alia, the following activities:

(i) Improving the human rights situation of people of African descent by devoting special attention to their needs through, inter alia, the preparation of specific programmes of action;
(ii) Designing special projects, in collaboration with people of African descent, to support their initiatives at the community level and to facilitate the exchange of information and technical know-how between these populations and experts in these areas;
(iii) Liaising with financial and developmental institutional and operational programmes and specialized agencies of the United Nations, with a view to contribute to the development programmes intended for people of African descent by allocating additional investments to health systems, education, housing, electricity, drinking water and environmental control measures and promoting equal opportunities in employment, as well as other affirmative or positive measures and strategies within the human rights framework.

In 2014, with resolution 27/25, the Human Rights Council further extended the mandate of the Working Group for three years.

Methods of Work
In the fulfilment of its mandate, the Working Group:

Holds two annual sessions
Undertakes Country visits
Responds to information and allegations received concerning its mandate under the Communications procedure
Reports to United Nations Human Rights Council and the General Assembly on activities relating to the mandate

The “Human Rights” Movement Was Classic

The ‘human rights movement’ as Malcolm X called it was heroic in the classic sense of the word; an oppressed group, hopelessly out numbered in the heart of the colonizing country, struggling not only for an end to their own abuse, but for that of all humanity, even their oppressors.  The influence of this movement extended beyond the USA borders to the Irish Republican Army, who reportedly patterned their struggle after the African American one because of similar conditions, i.e. minority fighting against overwhelming odds for social justice.

In Flint, Mich., there’s so much lead in children’s blood that a state of emergency is declared

This reads:  …the City of Flint has actively pursued using the Flint River as a temporary water source while the KWA pipeline is being constructed.  …there will be no need for Flint to continue purchasing water to serve its residents and businesses after April 17, 2014.

I don’t know, but what % of Flint is Black, Brown, white, and/or poor?  Without knowing, it sound like the white mayor didn’t care a hoot about his citizens and, thus, they must not be affluent whites, like his peers.  Someone, please tell me, what are the demographics of Flint?

FLINT — City and state officials supplied highly toxic water to Flint residents solely because it was the cheaper option, attorneys seeking a class action lawsuit claimed in a news conference today, Nov. 16.

The lawsuit, filed in U.S. District Court in Detroit on Friday, Nov. 13, claims 14 officials, including Gov. Rick Snyder and former mayor Dayne Walling, are responsible for replacing safe water in Flint with water that was “dangerous, unsafe and … inadequately treated.”

The lawsuit seeks an order certifying it as a class action, an order declaring the conduct of the 14 officials unconstitutional, an order that includes the establishment of a medical monitoring fund, appointment of a monitor to oversee Flint water operations, compensatory and punitive damages, and attorney fees.

“Defendants’ conduct in exposing Flint residents to toxic water was so egregious and so outrageous that it shocks the conscience …,” the lawsuit says. “For more than 18 months, state and local government officials ignored irrefutable evidence that the water pumped from the Flint River exposed (users) to extreme toxicity …”

Sara Wurfel, a spokeswoman for Snyder, said state officials have not been served with the lawsuit and would not comment on details of it.

“What (we) would say is that we’re focused on moving forward and ensuring public health and clean, safe drinking water,” Wurfel said in an email to The Flint Journal-MLive. “The governor has outlined a detailed multiple step action plan for both immediate, mid and long term.

“He has also appointed a task force doing a very important job of reviewing all past actions. They are a bipartisan group of people of the highest integrity, experts in their fields and widely respected who are going to do a very thorough, objective review.”

Residents and their attorneys said, however, that they’ve suffered health and property damages since the city changed its water source to the Flint River in April 2014 without proper treatment to make it less corrosive.

Water samples collected by the city and tested by the state showed a spike in lead level immediately after the change, and independent testing by researchers from Virginia Tech university showed even higher lead levels — beyond limits that trigger action by the U.S. Environmental Protection Agency.

William Goodman, a partner in Goodman & Hurwitz, one of three law firms representing Flint families in the U.S. District Court lawsuit, said state and local officials are responsible for lower property values, damage to plumbing, and injuries ranging from hair loss to neurological disorders because of the water they drank, cooked with and bathed in.

“Governmental immunity does not trump the Constitution of the United States,” Goodman said  “We believe we are in a very powerful position, (and) we should prevail.”

Also in the 30-page lawsuit:

  • State officials have been sued because they made the final decision that “deliberately created, increased and prolonged the hazards, threats and dangers that arose by replacing of a safe drinking, washing and bathing water with a highly toxic alternative.”
  • Two former Flint emergency managers — Darnell Earley and Jerry Ambrose — are named as defendants.
  • State and local officials were “fully aware that the required and necessary anti-corrosive was not being used” to treat Flint River water — something experts have said caused lead to leach from underground pipes and home plumbing.
  • The number of injured individuals who have been harmed by exposure to Flint water numbers “tens of thousands.”

Michael Pitt, a partner in Pitt McGehee Palmer & Rivers, another of the law firms involved in the case, said state and city officials have shown themselves unwilling to act until they have been forced.

“When the government creates the danger, they become responsible … It’s the government that created this …,” Pitts said. “The state has been in denial about this. It’s going to take this lawsuit to shake them out of their stupor.”

Flint residents who have filed the lawsuit are Melissa and Michael Mays, Jacqueline and John Pemberton, Elnora Carthan and Rhonda Kelso.

In addition to Snyder, Walling and the emergency managers, the lawsuit names defendants Dan Wyant, director of the state Department of Environmental Quality; Liane Shekter, Adam Rosenthal, Stephen Busch, Patrick Cook, Michael Prysby and Brad Wurfel, all of the DEQ; Flint Department of Public Works Director Howard Croft, Flint Utilities Administrator Michael Glasgow and Daughtery Johnson, former city utilities administrator.

The potential class action lawsuit was filed just three days before an unrelated notice of intent to sue, which was filed today by the American Civil Liberties Union of Michigan, the Natural Resources Defense Council, the Concerned Pastors for Social Action and Flint resident Melissa Mays.
